Default Opening Street Racing Track in Indiana?

My husband and I are looking to open a street racing track in Indiana. We aren't entirely sure where to begin in planning, funding and getting it all approved though.

We want to do it because there are lots of street racers around, but it is, of course, illegal to street race. So we want to provide a place where people can come together to race, get an official time for their run and even win a purse at the end of the day if they have the fastest run time of the day.

The question is who do we need to talk to? Chamber of Commerce, SBA, and who else? I know we need to get permits and get the proper zoning etc. But what are the proper steps to get it done? Someone please help. We are very serious about this.
